Literal meaning

brocade (锦) — on (上) — add (添) — flowers (花)

Origin

A Song-dynasty phrase from Wang Anshi's poetry. The image: brocade (锦) is already a luxurious patterned fabric; adding flowers to it is an embellishment on top of something already complete. Used (often subtly critical) for additions that are pleasing but unnecessary.
